Under Act 16 of 2016 (the Act or Medical Marijuana Program), the term “medical marijuana” refers to marijuana obtained for a certified medical use by a Pennsylvania resident with a serious medical condition and is limited by statute in Pennsylvania to the following forms:

  • Topical forms, including gel, creams, or ointments
  • Forms medically appropriate for administration by vaporization or nebulization

    1. Return to the Medical Marijuana Registry and complete your application

    1. Once you receive your card in the mail, you may visit Keystone Shops or any other approved dispensary in the state of PA

Yes. When a patient submits an application to the department for an identification card, he or she may designate up to two caregivers. Caregivers must undergo a criminal history background check, submit an application to the department for an identification card, and be registered with the department. The department will make applications for caregivers available on its website. There is a $50 processing fee for caregiver applications, but the department may waive or reduce the fee if the applicant demonstrates financial hardship on the application.

The PA Department of Health’s Medical Marijuana Advisory Board considers new conditions that may be appropriate for treatment by medical marijuana. You can find more information on the process to add conditions on the PA DOH website.

Yes, patients under 18 with one or more of the approved serious medical conditions qualify for the program. Minors are required to have a caregiver and are allowed inside of the dispensary with a caregiver.

  3. COMPLETE AUTHORIZATION FORM
    1. If you are a caregiver for a minor but not the patient’s parent, legal guardian, or spouse, you will need to be designated as a third-party caregiver
    2. Complete an ‘authorization to designate a third-party caregiver’ form and upload the completed form back in your caregiver profile
  4. PAY FOR YOUR CARD
    1. Return to the Medical Marijuana Registry and complete your application

Patients are permitted to buy a monthly (30 day supply) of medical marijuana. This may be up to 30 grams of extracted product and 4 ounces of dry flower.

Keystone Shops’ return and refund policy is reflective of the return policy of our grower/processors and what has been mandated to us by the Pennsylvania Department of Health. Refunds are available for faulty, malfunctioning, or defective items if the item is within 30 days of the purchase date. Items must have original packaging with all dispensary labels attached and must be approved by dispensary management or the Grower/Processor. If the dispensary management cannot immediately approve the return you will be required to contact the G/P directly. Additionally, dry flower and ancillary products are not eligible for returns. Contact information for our grower/processors can be found here. Patients must email the G/P to alert them of the product issue along with photos of a.) the faulty/defective product, and b.) the batch information located on the packaging. Once approved by the G/P, Keystone Shops will process your return and refund the total amount due. You are free to make another purchase, but we do not exchange items. All returns must be done within 30 days of purchase at the location of purchase. All returns will be done at the discretion of our management.

Currently, PA does not accept out of state medical marijuana cards. To qualify for MMJ in PA, you must be a resident of this state.

As a Pennsylvania dispensary, Keystone Shops is not authorized to certify or recertify patients for their medical marijuana cards. That must be done by a Pennsylvania approved certifying doctor. Keystone Shops often holds events with certifying physicians, and you can find some approved practitioners that we work with on this page.
