Yes. When a patient submits an application to the department for an identification card, he or she may designate up to two caregivers. Caregivers must undergo a criminal history background check, submit an application to the department for an identification card, and be registered with the department. The department will make applications for caregivers available on its website. There is a $50 processing fee for caregiver applications, but the department may waive or reduce the fee if the applicant demonstrates financial hardship on the application.
The PA Department of Health’s Medical Marijuana Advisory Board considers new conditions that may be appropriate for treatment by medical marijuana. You can find more information on the process to add conditions on the PA DOH website.

Yes, patients under 18 with one or more of the approved serious medical conditions qualify for the program. Minors are required to have a caregiver and are allowed inside of the dispensary with a caregiver.

Keystone Shops’ return and refund policy is reflective of the return policy of our grower/processors and what has been mandated to us by the Pennsylvania Department of Health. Unopened, sealed products in original packaging may be returned for a full refund at manager discretion. Products in any other condition (opened, etc.) must first be approved for a refund by the grower/processor (G/P) before Keystone can process the refund.
Contact information for our grower/processors can be found here. Patients must email the G/P to alert them of the product issue along with photos of a.) the faulty/defective product, and b.) the batch information located on the packaging. Once approved by the G/P, Keystone Shops will process your return and refund the total amount due. You are free to make another purchase, but we do not exchange items. Additionally, dry flower and ancillary products are not eligible for returns.
All returns must be done within 60 days of purchase at the location of purchase. All returns will be done at the discretion of our management.
